Christians need to obey the Gov’t – however when the Gov’t turns evil in the case of Abortion, things get ?? — verse 3 says: rulers are not a terror to good works — When the gov’t stars killing the unborn from conception to like 9 Months — And Maybe from Month 5 to Month 9 – Being like Literal Grisly Murder Terror of the Unborn — The rulers are becoming a Terror to Good works, breaking the Scripture.  When this happens — You need people with Valor to Confront The Wicked with their evil deeds. 

When The Anti-Christ comes to power during the End (maybe at the 3-1/2 year mark of the 7 year End) — Romans 13:1-3 will become like null & void — because he will be a terror to good works.
